University of Wisconsin Center for the Study of the American Constitution, Delaware Ratifies the Constitution, 7 December 1787

Since its founding, the state of Delaware has been divided into the three counties of New Castle, Kent, and Sussex shown on this map. Although the state government consisted of two sharply divided political parties, commonly known as the Whigs and the Tories, at the time of the Constitutional Convention, there was widespread agreement over ratifying the Constitution. Indeed, Delaware was the first state to ratify the Constitution with the state convention voting in favor 30 to 0  (10 votes in favor from each county) on December 7, 1787.
